This is a good idea; if there was a standard keyboard definition changing
program that could alter resource files (the location of the strings
in the resource would have to be standard too) then the programs could
simply read the strings from the resource to find out what keyboard
shortcuts are associated with what menu entry. Who would write the
keyboard definition changer, though?

Good point; a central program would also make large applications a
little smaller (which is always good).
